    74.01 EFFECT OF REGULATIONS
     
    A) It is a municipal ordinance violation for any person to do any act forbidden or fail to perform any act required in this chapter.
    B) The parent of any child and the guardian of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this chapter.
    C) These regulations applicable to bicycles and skateboards shall apply whenever a bicycle or skateboard is operated upon any street or upon any path set aside for the exclusive use of bicycles and skateboards subject to those exceptions stated herein.
     
    74.02 BICYCLE DEALERS
    Every person engaged in the business of buying or selling new or second-hand bicycles shall maintain a record of every bicycle purchased or sold by the dealer, giving the name and address of the person from whom purchased or to whom sold, a description of the bicycle by name or make and the frame number thereof.
     
    74.03 TRAFFIC RULES APPLY TO PERSONS RIDING BICYCLES
    Every person riding a bicycle upon a roadway shall be granted all of the rights and be subject to all of the duties applicable to the driver of a vehicle by this traffic code, except as to special regulations in this chapter and except as to those provisions of this traffic code which, by their nature, can have no application.
     
    74.04 PARKING
    No person shall park a bicycle upon a street other than upon the roadway against the curb, or upon the sidewalk in a rack to support the bicycle, or against a building, or at the curb in such a manner as to afford the least obstruction to pedestrian traffic.
    74.05 RIDING ON SIDEWALKS
     
    A) No person shall ride a bicycle, skateboard, roller skates, or in-line skates upon a sidewalk within an area zoned for commercial use.
    B) Whenever any person is riding a bicycle, skateboard, roller skates, or in-line skates upon a sidewalk, the person shall yield the right-of-way to any pedestrian and give an audible signal before overtaking and passing the pedestrian.
     
    74.06 RIDING ON ROADWAYS AND BICYCLE PATHS
    A) Every person operating a bicycle, skateboard, roller skates, or in-line skates upon a roadway shall ride as near to the right side of the roadway as practicable, exercising due care when passing a standing vehicle or one proceeding in the same direction.
    B) Wherever a useable path for bicycles has been provided adjacent to a roadway, bicyclists, skateboarders, roller skaters, or in-line skaters shall use the path and shall not use the roadway.
    C) A person operating a bicycle, skateboard, roller skates, or in-line skates upon a roadway may not ride more than two abreast except on paths or parts of roadways set aside for the exclusive use of bicycles.
    D) Any bicycle operated on a public street or highway one-half hour before sunup until one-half hour after sundown must be equipped with the following:
    1) A lamp on the front exhibiting a white light visible from a distance of at least 500 feet to the front.
    2) A lamp on the rear exhibiting a red light visible from a distance of at least 500 feet to the rear or a red reflector visible from a distance of 500 feet to the rear.
     
    E) Any skateboarder, roller skater, or in-line skater on a public street or highway from one-half hour after sunset until one-half hour before sunrise must wear light-colored or reflective clothing visible from all directions.
     
    74.07 ATTACHING BICYCLE TO POLES
    Any person may park near and secure to any publicly owned pole or post for a period of not more than 12 consecutive hours, unless an official traffic-control device or any applicable law or ordinance prohibits parking or securing bicycles at that location. No bicycle shall be secured to any tree, fire hydrant, or police or fire call box. No bicycle shall be secured in any manner so as to impede the normal and reasonable movement of pedestrian or other traffic.
     
    74.99 PENALTY
    Every person convicted of a violation of any provision of this chapter shall be punished by a fine of not more than $5 or by impounding of the person's bicycle for a period not to exceed 30 days or by any combination thereof.
