    111.01 LICENSE REQUIRED FOR DISTRIBUTION OF ADVERTISEMENTS
     
    A) No person shall pass, peddle, distribute, or deposit handbills, pamphlets, circulars, or advertising matter of any kind within the corporate limits of the city without procuring a license from the Clerk-Treasurer.
    B) This license shall be issued by the Clerk-Treasurer of the city to any person applying therefore, upon payment of a license fee of $10. The license shall operate for the benefit of the person named therein only, and shall be effective for the day of its date only.
    111.02 BILLBOARDS
     
    A) No person shall carry on the business of bill posting within the city without having obtained a license. However, this requirement shall not apply to advertising matter required by law to be posted.
    B) The license fee required to carry on or engage in the business of bill posting within the corporate limits of the city shall be as follows: For each applicant the sum of $1 per day, $5 per week, $10 per month, or $15 per year.
    C) No person shall erect, construct, or maintain a billboard adjacent to or bordering upon any sidewalk, street, avenue, alley, or other public highway, unless it is substantially constructed and securely fastened to the satisfaction of the Street Commissioner of the city. The billboard shall be at least 18 inches from the surface of the ground at its lowest part or edge, and when the billboard is secured to any wall or building it shall not exceed ten feet in height. Any person owning or controlling a billboard shall at all times keep the sidewalk, street, alley, lot, or other public highway beneath or adjacent to the billboard free and clean from all paper, paste, or other material falling, removed, or otherwise emanating from the billboard.
    D) Any person owning, controlling, or renting any building on which bills are posted shall at all times keep the sidewalk, street, alley, or lot beneath or adjacent to the building free and clean from all paper, paste, or other materials falling, removed, or otherwise emanating from the building.
     
    111.99 PENALTY
    Any person who violates the provisions of this chapter shall, upon conviction, be fined in any sum not exceeding $25. Each day's violation shall constitute a separate offense.
